Providence Dirt undercover!!

Can someone PLEASE explain to me, how restaurants, such as, City Cafe and Farenheit in Providence open with the intent on serving food, and realize they can't make it as a restaurant, and decide to start having entertainment???? You failed as a restaurant, and now you think by becoming Club City Cafe, and Club Farenheit and having music, dj's, karaoke, dancing, and cover charges you are going to make up for lost business. Folks, you need an entertainment license in order to have entertainment. Providence Dirt will have more on this subject in the coming weeks, with a complete list of establishments that are not in compliance. Mayor Cicilline... how is this happening in your city, I thought the old days were in the past! GUESS NOT!!!
